This would be a buff/support ability that comes from the healing/purification side of Usagi’s powers - in mechanics, it would essentially act as a combo of Second Wind/Rally from the Fighter Class of D&D, giving a boost of energy and stamina, while numbing pain, so that allies can fight that little bit harder, for that little bit longer. It’s not as versatile as Rashmi’s buffs, in that she can’t make people faster or help their attacks hit harder, this would essentially be giving enough energy to land that extra finisher, or keep going when you think you’re tapped out just a little bit longer.
 
 
Story-wise,  I don’t have a particular arc in mind that this would come in on, but the idea of it  continues to represent the healing and salvation side of Sailor Moon’s traditional abilities.

Usagi Tsukino's Sheet

Background

Usagi Tsukino's lived a perfectly ordinary life as the only daughter of housewife Ikuko and magazine editor Kenji Tsukino, perfectly happy to snipe with her younger brother Shinji and fumble (and honestly, fail) her way through classes at Juuban Public Middle School before heading to Game Crown Arcade with her best friend Naru and their mutual friends Umino, Yumiko, and Kuri. Her mother is frequently upset with her for her historically poor grades and Shinji makes fun of her for being both a klutz and a bad student, but her father always takes pity on her before long, so Usagi's never in *too* much trouble.

Or at least, she's never been in too much trouble so far. Things just might be changing, because what should have been an ordinary morning has changed Usagi's life. Not that it was all that ordinary: it's not every morning she stepped on a black cat's tail on the way to school, got herself scratched by said furious feline, and realized the poor thing had been the victim of some jerk kids' prank, her forehead covered with bandages! Taking the bandages off revealed that the cat wasn't entirely black, but rather that she had a strange yellow birthmark on her forehead, in the shape of the crescent moon. Usagi would have thought about it more - but the cat freed itself from her arms, and ran off after a brief staring contest. Later, that very same cat followed her home, revealed that she could talk - and sorta, kinda, slightly tricked Usagi into transforming into the one and only Sailor Moon.

Usagi's pretty sure she's dreaming though. How could she, a totally normal girl, be anything like the one and only Sailor V? How could her clothes transform with just a few words and a pretty broach? How could a cat talk? It's got to be a dream, right?! She played too much of the Sailor V game, and now she's dreaming again! After all, the outfits are so similar and the sounds of someone screaming for help sure are -

Wait, screaming for help?? Wait, is that Naru screaming for help? This must be a dream, and if so, Sailor Moon's GOT to help her very best friend! Looks like Sailor Moon is off on her first adventure!

Usagi doesn't know this, but she had another life, and was another girl - Princess Serenity, heir to the Silver Millennium, the kingdom of the Moon itself. She was beloved, by her mother, Queen Serenity, by her guardians, the Sailor Senshi, and by the man of her dreams - Endymion, the prince of Earth, a planet Lunarians were never meant to visit. But Serenity couldn't stay away from a planet as beautiful as the Earth, or a man as wonderful as Endymion, and the two carried on a secret romance for a time.

All things end, including happiness. The people of the Earth discovered Serenity and Endymion's love, and suspicion and mistrust ruled. Beryl, a woman of Earth who wanted nothing more than to make Endymion her own, turned the world against them, and waged war on the Moon Kingdom. Serenity watched in horror as Endymion was murdered before her eyes, and in despair took her own life.

There are those who know that the Moon held a princess, and that that princess held the power of the Maboroshi no Ginzuishou. Luna, the black cat Usagi's only just met, mentioned something about finding a princess, but Naru was screaming out for help just seconds later; who could blame her if she forgot' She'll remember the other side of her mission in the future, surely.

Attached to Usagi is Luna, one of the two mascot characters associated with the Sailor Senshi team. Luna may look like a black cat with a crescent moon shaped mark, but she's actually an alien from Mau, which explains why she can talk, think, and even obtain a human form temporarily. Luna is a mascot for the entire Senshi cast, but she lives with Usagi, residing in her dorm room and occasionally wandering the campus of Radiant Heart Academy and other areas around Tokyo. Luna was the one to identify Usagi as the one and only Sailor Moon, presenting the girl with her transformation broach and disguise pen, because she sensed the potential deep within her.

Luna's memories are not the most clear, but long ago, she served as an advisor to Queen Serenity, alongside her companion Artemis. After the Silver Millennium fell and Queen Serenity used the power of the Maboroshi no Ginzuishou to reincarnate Serenity, the Senshi, and a scattering of everyone else in the area (including Beryl, whoops!) as normal humans on a peaceful Earth, Luna was tasked with finding and protecting Princess Serenity on Earth. To ensure she survived to the day Princess Serenity would be reborn, Luna, alongside Artemis, was put into suspended animation.

Personality

Usagi is a bubbly, cheerful girl, quick to make friends, and quick to open her heart to those around her. She's kind and compassionate, always willing to help those in need, and hating to see others in pain; at her core, she's the self-sacrificing type, and she believes strongly in love, justice, and the goodness at the center of every person. A trusting person, once she's friends with someone, it's hard for her to believe they could mean to do her wrong - it takes a lot for her to withdraw her trust, let alone her affection, In every way, Usagi's very emotional, and wears her heart on her sleeve; she cries when she's sad (and sometimes when she's happy!), yells when she's mad, is quick to smile and frown, and loves sharing physical affection.

Wearing her heart on her sleeve isn't always a good thing though, because Usagi often gets carried away with her feelings, prone to jealousy and insecurity. She also crushes hard and fast, easily impressed by a pretty face or a nice demeanor. In general, she's pretty immature - on top of everything else, she's klutzy, a crybaby, and incredibly lazy. Usagi's a bad student, but mostly because she hates studying than because she's dumb, having an incredible lack of interest in school, work, or anything to do with boring things like that. Even when she tries her hardest, Usagi's never going to be a great student - but she could be average at least, if she tried.

Usagi has tons of friends, and she's always been quick to make more - in part, because she always sees the best in people, and in part because there's something warm and friendly about her, something that draws people in. She loves people, really and truly, is on at least friendly terms with just about everyone she knows. Part of this is because she listens to people - when she meets them, when she hangs out with them, even when she's just passing them on the streets. Super Sailor Moon's choker is now yellow, to match her hair and the back of her collar, and the heart at the center is a pale pink. The bow at her chest is now more of a reddish pink, with the Crystal Star broach sitting proudly at the center. While her white chest-plate armored leotard is the same, her skirt is now predominantly white, with a gradient of color matching her collar in reverse bleeding out - a bright yellow that bleeds into green, cyan, and deep blue gradient of color, with a single stripe of pink to match the pink of the Crystal Star broach amidst the deep blue. Her boots and the fastens at her gloves have taken on the same reddish-pink as her bow.

In her hair are six feather-shaped barrettes, each with a white circle base, set in her bangs. Her usual odango caps are still present. The other dynamic change is to her back bow, which has tripled in size and become a pale yellow, creating a silhouette akin to butterfly wings, with long ribbon-tails that reach her feet.

Powers

Standard magical girl durability, increased strength, speed, and ability to jump high. Usagi isn't consciously aware of it, but she can move faster, fight harder, and jump higher in her henshin. She can also take a hit with far less damage than she ever could as a civilian.

Disguise pen: An item gifted to her by Luna, Usagi's disguise pen can transform her appearance, complete with hair and eye color transformations, new clothing, and the ability to look older. It can't transform her into another species or alter her size, but it does an excellent job of shifting her appearance, to the point that ordinary civilians never seem to see through it.

Supersonic Waves: transforming the sound of her loud, wailing cries into a supersonic attack powerful enough to break glass and can break through low-level hypnosis used on civilians by being so loud and distracting it shocks them out of it. This attack doesn't really damage enemies, but it's loud enough to both distract and distress, and most enemies will want to cover their ears.

Moon Tiara Action: Usagi grabs her tiara from her forehead and transforms it into a disc of glowing white energy before hurling it at the enemy; most low level enemies are disintegrated instantly once she launches it, but higher level enemies would just take energy from this powerful light attack. Her tiara functions like a boomerang, angling back around to strike enemies who dodge, and she can use it to bind low level enemies as well, to hold them in place for an allies attack.

Moon Healing Escalation: A purification based attack in which Usagi draws a circle of light around her with the Moon Stick as shimmering dust falls from it. Once the circle is complete, the attack radiates beams of golden light and balls of white light which remove the taint of dark energy from that which it touches, breaking people free of simple dark energy induced brainwashing. This attack is very damaging to beings tainted by dark energy (youma destroyed by it will be compelled to shout REFRESH! before they burst) but is not an instant kill, because this is a game and that would be boring. Playable enemies will be damaged but not fully purified at this level.

Moon Space Crystalize or Moon Space: The game mechanics explanation of this ability is that, well, it's a barrier that Usagi can create, similar to other barrier's in the sense that it shunts those magical folk inside Moon Space dimensionally to the right, as it were, leaving the civilians and also the territory/space behind in favor of this short-term magical 'dimension' as it were. When she first activates the power, Sailor Moon has to give all of her energy to maintaining the barrier - it’s a radically new ability, and she’ll have to gradually learn just how much power she has to devote to the barrier vs how much she can spare for other attacks. Eventually, based on when it seems appropriate storywise, she’ll be able to balance the power drain of the barrier with launching attacks.

Moon Spiral Heart Attack: A physical attack with purifying force, Usagi uses the Spiral Heart Moon Rod to create multiple hearts made of solid energy, with the focus of the attack being a huge heart larger than she is tall, which spins at enormous speed before launching at enemies to crash into them. As the heart is genuinely solid before it crashes into something, Usagi has learned some additional utility - she can blast this attack in front of herself to try and break the inertia of a coming attack, she can koala-kling to it to get a boost by hanging tight for dear life, and she can cast it below her to break her fall by giving her something to hit before she hits the ground.

Moon Princess Halation: A purifying energy attack, Sailor Moon fires a silver laser with spiraling pink energy along with star and crescent shaped energy shrapnel, all of which is fired at the enemy. She can strafe the beam to strike multiple targets at once, or fix on a single target that takes the full brunt of the attack.

Rainbow Moon Projectile Vomit: Usagi is allergic to Dark Energy in the sense that it makes her sick/more easily injures her compared to other types of attack. She is also more easily effected by DE that causes upset/fear/aggravation. When the total amount of Dark Energy in her body becomes too much for her system to cope with, the dark energy inside of Usagi is forcibly expelled from her eyes, nose, and mouth via a rainbow outpouring of light.

The Silver Crystal: a major series McGuffin, the creator of miracles, one of the most powerful objects in the known universe - Usagi's Sailor Crystal, the Sailor Crystal empowered by the Galaxy Cauldron when Queen Serenity asked for a child. In Usagi's hands, the Silver Crystal can make miracles happen - from bringing someone back to life and healing sickness at the "low end" to resurrecting multiple people from the dead and mass purification. It's a miracle machine, powered by Usagi's ability to channel and draw on her own power. Because this kind of power could be game breaking if it could be used too often, it takes a massive amount of power for her to perform large scale miracles, and then she has to build up her reserves again for the big stuff.

Specifically, if we need more details, I see Usagi's Silver Crystal functioning as essentially a tool of order when it comes to purification - her ability to purify is about restoring something to its rightful or natural state; she disperses Dark Energy because it is unnatural, she restores life to death because it is the natural state of the spirit to wish to be living, and she can destroy youma because it is the natural state of this world to remove Dark Energy. As the child of the Galaxy Cauldron, she is naturally opposed to Chaos (Sailor Moon version, not D&D Classification) and thus her purification power defies that which is empowered by or associated with Chaos, like Dark Energy.

Super Sailor Moon (job

After the first, complete transformation into Super Sailor Moon, that form becomes Sailor Moon's default mode, stronger than her previous form. Usagi has gained additional powers, as follows:

True Flight: Where before Sailor Moon leaped over tall buildings, Super Sailor Moon can truly fly, never having to descend to touch the ground while in henshin. She does not possess wings, but the overlarge bow on her back often flutters like butterfly wings.

Luminosité Eternelle: A purifying buff in which Super Sailor Moon/Sailor Moon creates magical lotus flowers/bulbs from a prayer on the Silver Crystal. These flowers are provided to her allies, and blossom with petals expanding - as the energy within them is used up (over the course of several rounds), they provide the recipient with a small burst of purifying energy, with energy expenditure represented by the petals collapsing over time.

Purification Outside of Henshin: While Usagi wouldn't be able to attack someone, at this level of power she can now access the Silver Crystal's purifying powers without having to henshin. She cannot attack without transforming to either Princess or Senshi form, but if a friend came over for purification and willingly consented, she could purify them by using the crystal without a transformation.

Luna's Abilities

As Usagi's companion and advisor, Luna has several of her own abilities. Whenever she uses one, the crescent moon mark on her forehead, provided by Queen Serenity, glows.

Humanoid Form: At the expense of immense energy, Luna can take on her human form. This is a natural ability for a Mau, but because her human form is not Luna's preferred form, it takes her significant amounts of energy to retain it. She can't retain this form for long, but it does allow her to blend in. Luna's human form is in her desc.

Summon Tools: The ability to summon objects into existence when she performs a sparkling flip - these objects are those related to and for the use of the senshi, ranging from their transformation pens, to the Mercury computer, to Usagi's Disguise Pen and Moon Stick.

These objects are being held in a pocket dimension that Luna (and presumably Artemis, who had to get Minako's transformation pen from somewhere) have access to via Queen Serenity's power. This pocket dimension would also be where the Senshi's Secret Base is located - because obviously there isn't just a super secret basement built into Crown Arcade.

Resummon Lost Tools: these objects if they are lost. She cannot summon any object taken by an enemy or other magical person - the capture would be causing an interference, which would let her know that someone has the object. However, for lost items, Luna would be able to summon them to her location via the same flip and sparkle move that she uses to summon them from the pocket dimension.

Memory Unsealing: The ability to restore memories that have been sealed away. We see this demonstrated in Sailor Moon R, when Luna restores to the inner Senshi their sealed away memories, allowing them to transform and use their powers again.

Approved but Unused/Unrevealed Abilities

Moon Sunder Eclipse (and later: Bunny Bash Rejuvenation!) In the third part of the Black Moon Arc (BMC: Wicked Lady), Chibiusa, now transformed into Wicked Lady, will kidnap and brainwash Usagi (an inverse of what happens in canon, where she kidnaps and brainwashes Mamoru). As a part of that plot, Usagi will fight with Wicked Lady and the Black Moon Clan, taking on the title Sailor Lunar Eclipse (or maybe something else haha I have to work it out).

While on the dark side, Usagi will actively be fighting alongside Wicked Lady and serving as an antagonist towards the heroes. The thing is? She is *violently* allergic to Dark Energy, so she’ll still be using her regular powers, rather than Dark Energy ones. She’s motivated by love for her daughter and the desire to give her everything she’s ever wanted. (If she has to use Dark Energy, I can make it work - she will be *aggressively* sick the whole time and aggro to everyone not Wicked Lady (and Mamoru).

Part of that will manifest as “Moon Sunder Eclipse”, an attack which will be, as it the header says, an AOE bomb style attack - what that means is, Usagi will create a ball of energy about the size of a volleyball and then chuck it towards an enemy/a group of enemies. When it gets within range - it explodes into a shower of damaging energy. There’s no shrapnel/fire/burns because it’s just energy, but it’s very bright (like a flashbang), and hurts to be in the middle of.

Visually, the process would look like Sailor Moon running towards her enemies from a distance, leaping into the air with the ball of energy growing in her hands, and then at the apex of her jump, hurling the ball of energy at the enemy.

Later, as a hero again, Usagi will want to try and recreate the attack, but with a purification component. A lot of her attacks are beams, which is certainly helpful, but it’s definitely easy to just side-step or dodge. The goal with this attack would be to have something that bursts outwards, and is a little hard to just swoop under or side-step around.


Moonbow Yoink I fully acknowledge that this one is pretty silly, but sometimes you just have to have fun with it, you know? And ribbons make up such a big part of Usagi’s visual aesthetic, that it seemed like it would be fun to have one that made that more physical.

So, essentially, the way this would work is that, using her rod as the focus weapon/grip, Usagi creates a ribbon of moonbow-colored-light to snatch someone up and move them across the battlefield, with maybe a 30 foot range? That's like 10 yards, that's not too long, I think.

I see it functioning similarly to Overwatch's Lifeweaver, who has an ability called Life Grip, only instead of being entirely encased in a bubble, whoever Usagi aims the ability at just gets a ribbon snapped around their middle and they're dragged around. So, this would probably be at the end of either the BMC arc or the Deathbusters arc, whichever ends second, because that seems the appropriate time for Super Sailor Moon to debut. I’ve had some thoughts on how to make that upgrade feel significant, because outside of the aesthetic, in the actual canon its emphasized by being a super strong mode, but being Even Stronger Than Before is kind of hard to convey in text, where you can’t and shouldn’t just steamroll over someone’s youma just because you’re in your super mode.

Instead, I had the idea that what distinguishes Super Sailor Moon from regular Sailor Moon is *mobility*, and the main thought I had was of flight, which is something all the Senshi can eventually do in the manga, and which also fits with the butterfly motif that Super Sailor Moon has (and dovetails neatly with the angelic imagery of Eternal Sailor Moon later but that’s another story). The hiigher mobility could be a manifestation of Super Sailor Moon’s greater power, because she's able to commit a portion of power to flying around while still fighting.

If not outright flying, I’ve thought of two other options for increased mobility:

Could be something like skating on moonbeams, Usagi gliding (often clumsily at first) across the ground and into the air on paths of light, to play into her element being light. She would be faster, but not properly flying - if her concentration was disrupted, the light path would disappear, and she would fall/stop skating. Or the ability to create discs of light that function as short-term platforms, she could make pathways and staircases in the air that would last for a turn or two of combat before disappearing, or maybe they stay in the air for 10-15 seconds before timing out, like Mario platform stages.
