[Mamoru has taken to recording conversations had with Maryam where he can, the better to have records and more easily share accurate information. The following is a summary made based on that recording (which is available by reading the log).]

Tokyo is the current center of magic on the Earth, with the vast majority of magical power on Earth being drawn towards Tokyo. Yeah, *current* center. (BTW no this isn't the natural state of the leylines, it was a change intentionally made to this planet, which confirms what was stated in Hinoiri's Notes on Obsidian.)
Before Tokyo, the center of magic on Earth was Seattle, and prior to that it was Paris-- considerable residual magical concentrations in Seattle and Paris are what allow for (smaller) populations of mahoujin in those places. Seattle was the center of magic on Earth from around 1960 to around 2010, and Paris from around 1870 to around 1960.
According to Curator Siddig, the movement of the leylines occurred as one of the "last great works of magic" (or "global miracles of magic"), around 4200 years ago near the end of the 22nd century BCE. Outside of Tokyo, Seattle, and Paris, there are a few other locations where magic is concentrated, one of which is in the ocean. Any of these locations could become the next center of magic, but the next center wouldn't be chosen/changed until long after Obsidian is obliterated and Tokyo's at peace.
Next! Obsidian is the reason Tokyo was chosen as the next center of magic-- they picked it, not us. They consolidated as a megacorporation in the 1990s and began growing power. They were discovered in the early 00s by Candidus Cordis (CC), and the founding of Radiant Heart Academy, as well as the move of the center of magic to Tokyo, were strategies employed to counter their evil.
Moving the center of magic to Tokyo did further empower Obsidian, but it also brought enough magic to Tokyo to allow magical warriors to start awakening. (This doesn't explain the huge increase in the number of mahoujin-- the average in prior generations was 8-12 mahoujin active in a given place at any time.)
Moving the center of magic is a secret technique that CC knows, but which they're not willing to share, and honestly I don't expect them to want to share that with a bunch of teenagers, lol. What Curator Siddig has shared is that CC is moving magic by pulling power to the different layered/clumped/concentration areas, not actively moving the leylines. THOSE haven't been moved for the last 4200 years.
There is some amount of research available about what the possible effects of moving the leylines was, but this research is in the form of notes by interested parties, not formalized or rigorously scientific research. It is in a mix of archaic French and English.
Likewise, there are also leyline "maps" in existence-- extremely ancient maps that aren't much like our modern concept of world maps. CC may be willing to share scans of these maps and some of their research on how they used these maps to find the accurate locations based on the globe, but fully understanding these materials would be a research project years if not decades in the making, in part because of the many complexities of language and translation required just to *read* the materials.
